I would add that everyone at Delta Capital in Moscow is Ukrainian or American for reasons that we can all imagine. The krysha here is the American presence. This bank is very small. Self Reliance NY may be bigger.

I would add that there is a parallel bank called the Western NIS Fund in Ukraine. It is now based in Schaumberg Illinois and has offices in Kyiv. It covers Moldova and at one time probably covered Belarus.

The influence of foreign educated alumni is easily imagined but harder to realize. One critical factor is leadership and talent. The other dimension is number. These people have to find each other and rise up the ladder. That takes time.

There is also the passing of generations and the next generation is not likely to be as dogmatic. Much also depends upon education.

Our competition are universities in Russia.

Ukrainian students are not eager to go abroad. On a per capita basis only Azerbidjan and Belarus are lower in sending students to the USA. That may well be due to lack of information. But there is no such appetite. I think that it is an abiding conservatism. In addition, Ukrainian Americans and the various Ukrainian Studies Programs have not done much to encourage such education. They have emphasized cultural studies and Ukrainianization of students from Ukraine.

I would add that Europeanization of Ukraine was always a long trek. It is not over. It has just begun.

I would add that global IT makes transnational culture feasible and thus New York City is potentially important in this sphere.

Yet, even today Ukraine is very isolated in many dimensions.

There is also risk. Without risk, commitment, and sacrifice nothing will happen.
