To answer your question. If you are here in the United States Legally, with a Visa, then you might have a chance at a waiver. It is important to keep your stay in the USA legal so you don't have a 3-10 year ban placed on your return.
Here is the bad news:
If you have any government funding on your J-1 visa then you have next to 0% chance of a no-objection waiver.
Here is the good news:
If you don't have government funding, then it will be only a matter of filing the forms correctly and hoping your country gives you the no-objection statement. My guess is you have an 80% or greater chance at getting the no-objection waiver in this case.
You'll need to contact your embassy in Washington D.C. and find out what information your embassy requires (if any) which you may have to get from your home country. Do that first, as some countries require a lot of information, but others require nothing.
