You can apply all you want. The question is --will it be granted? According to all I know about it from my former lawyers and other experienced people (I have read court cases); it is very rarely granted. Ask if anybody ever on this BB has received this waiver and became an LPR or if anybody knows anybody who done it? I heard that it is even worse with doctors. For whatever reason. The problem is that this J-1 thing is a curse. You have to treat it by going back for two years. That's the best way. All people I personally know who didn't want to do that are all illegals here now--for many years, wash dirty dishes in Arizona. Is it really worth it?
