I'm local and stopped by to talk to the Jane Addams people. They weren't particularly helpful but did suggest that you contact the financial aid office of UIC directly. They also believe that you may have a problem with deadline dates for applications.
It also might be worth your while to get in touch with the Ukrainian Women's League (Soyuz Ukrainok). Not much of a web site but I believe they occasionaly give out a few dollars to female ukrainian students (www.unwla.org)
You should also get in touch with your local Rotary Club. They're all over Ukraine and you can find your closest one from their web site. (www, rotary.org) They do quite a bit with international scholarships but you have to start the process with your local group. Here you may again have deadline problems.
