If you are here in the US on a scholarship from the US government (Muskie, etc.)--forget about it, there is no chance. If you have been paying for your education out of your own pocket, then you should have F-1, not J-1 visa. In any event, if you have J-1, somebody sponsored you, and that somebody is not Ukraine, I assume.
If you any illusions that this waiver might be granted, I am sorry to disappoint you.
