According to Ukrainian law, Ukrainian diplomatic and consular representations abroad supervise the registration of children adopted by the foreign nationals and maintain a database of the post placement reports. Registering allows the adopted child to be added to the list of Ukrainian citizens residing in the United States. This is a legal requirement that all adoptive parents vowed to obey during the adoption process. Through the regular post placement reports the Ukrainian Government is informed of the children's development with their adoptive parents. This is a formality and in no way endangers the finalized adoption that has been sanctioned by both the Ukrainian and United States governments.
The Consulate General of Ukraine in New York has been registered nearly 1.000 Ukrainian children adopted by the US citizens. Most of the parents understand and confirm their obligations by sending the above mentioned reports to the Consulate. However there are still 5 families that apparently changed their addresses, and now the Consulate has no possibility to reach them.
The Consulate General of Ukraine relies on your understanding and requests your assistance in locating the adoptive families according to the list below.

У відповідності до законодавства України та загальновизнаних принципів і норм міжнародного права дипломатичні представництва та консульські установи України за кордоном ведуть облік та здійснюють нагляд за дотриманням прав дітей, які усиновлені іноземцями і проживають за межами України. Одним із засобів нагляду є отримання від усиновителів періодичних (раз на рік протягом перших трьох років після усиновлення, а потім - через кожні три роки) звітів про умови проживання усиновлених дітей. Кожен з іноземних громадян, у тому числі громадян Сполучених Штатів Америки, під час усиновлення дає зобов"язання надавати такі звіти.
Станом на тепер у Генеральному консульстві України в Нью-Йорку перебуває на обліку майже 1000 українських дітей, які були усиновлені громадянами США. Переважна більшість батьків-усиновителів з розумінням та відповідальністю ставиться до своїх зобов"язань, надсилаючи до Консульства згадані звіти. Проте, п"ять сімей із загального списку усиновителів ще не надали відповідні звіти. У зв"язку з тим, що ці 5 сімей змінили адресу свого проживання, Консульство не в змозі вийти з ними на контакт.
Генеральне консульство України в Нью-Йорку сподівається на Ваше розуміння проблеми й звертається з проханням допомогти у встановленні місцяперебування сімей-усиновителів згідно зі списком, що додається.
