2003ko urte honetan betetzen dira 70 urte Ukrainako
gosetea gertatu zenetik. Hondamendi artifizial horrek
milioika gizon, emakume eta haur errugaberen heriotza
eragin zuen, eta herrialde horretako baserrialdeko
biztanleriaren ia laurdena sarraskitu zuen (4 milioi
pertsonatik 10 milioira, iturri ezberdinen arabera).
Frogatuta dago Ukrainako biztanleriaren ehuneko handi
bat, baita Kaukasoko iparraldean bizi ziren ukrainar asko
ere, gosez hil zirela 1932-33 urteetan, indarrez ezarritako
kolektibizazioak eta Stalinen erregimenak martxan jarritako
labore-bahikuntzak eragin zuten gosetean. Egin diren
ikerketa guztien arabera, ez da dudarik Josef Stalinek eta
bere erregimen totalitarioak genozidio krudela egin zutela
Ukrainako herriaren identitate politiko eta kulturalaren
edozein adierazpen eta autodeterminazio-eskubidea
ezabatzeko asmoarekin.
Horren ondorioz, milioika ukrainar, gehienbat
baserrialdeetakoak, gosez hil ziren munduko lurrik
emankorrenetako batean, agintari sobietarrek herritarrei
janari ugari zegoen lurraldeetara aldatzea debekatzen
zieten bitartean.
Stalinen aginduetara zeuden brigadek laborea bahitu egin
zuten 1932an jarritako produkzio-kuota beteezinei
jarraituz; produkzio guztia eta gordeta zeukaten guztia
bahitzen zieten gosez zeuden familiei, eta kontra egiten
zietenak hil egin zituzten. SESBeko Gobernuak, Stalinek
aginduta, eta gosetearen berri izan arren, areagotu egin
zuen nekazarien produkzio guztiaren bahikuntza, biztanleria
gosez hiltzeko bidean jarriz.
Bi urte horietan, Gobernu sobietarrak Mendebaldeko
herrietara esportatzen zuen laborea, eta ezezkoa eman zien
goserik zegoen biztanleriari laguntzeko eskaintza guztiei.
Milioika lagun hil zituen gosete hori ez zen hondamendi
natural baten ondorio izan, ankerkeriaz planifikatutako
politika baten emaitza baizik, Ukrainako herriaren giza
eskubideak eta eskubide politiko eta kulturalak erabat
ezabatzea baitzen helburua.
Hori guztia gertatzen zen bitartean, Stalinen
erregimenak ezkutatu eta ukatu egin zuen sistematikoki
gosete genozida hori, nazioarteko zenbait kazetariren
laguntzarekin; gaur egun, oraindik ere, zorigaiztoko
gertakari horien berririk ez du mundu zabaleko jende
gehienak.
Horregatik guztiagatik, Eusko Legebiltzarrak honako hau
erabaki du:
1.- Ohoratzea, erregimen estalinistak planifikatutako
Ukrainako gosetearen 70. urteurrenean, gosete horrek
eragindako milioika biktima errugabeak.
2.- Gogora ekartzea, Ukrainako gosetearen 70.
urteurrenean, erregimen estalinistaren basakeria
totalitarioa, giza eskubideak etengabe arbuiatu eta
milioika biktima eragin baitzituen.
3.- Gaitzestea Stalinen erregimenak eta beste erregimen
totalitario batzuek ezaugarri izan zuten giza
bizitzarentzako, giza eskubideentzako eta nazio-
identitatearentzako arbuioa.
4.- Adieraztea Ukrainako 1932-33ko gosete artifiziala
benetan genozidioa dela, Genozidioei buruzko Nazio Batuen
Konbentzioaren definizioan sartzen dena.
5.- Babesa ematea Ukrainako Gobernua eta Verhovna Rada
(Ukrainako Parlamentua) Ukrainako gosetea nazioartean
ezagutarazteko egiten ari diren ahaleginei.
6.- Aldarrikatzea duintasunaren eta giza eskubideen
errespetua giltzarri duen Ukraina independente eta
demokratiko bat dela bermerik onena ukrainar herriak gogora
dakargun izugarrikeria bezalakorik berriz jasan ez dezan,
eta aldarrikatzea, orobat, Ukraina Europako Batasunean
sartzea izango dela bermerik ziurrena printzipio
demokratikoek eta independentziak Ukrainan etorkizunean
iraun dezaten. Hori dela eta, Batasuneko agintariei eta
bereziki Ukrainako erakundeei eskatzen diegu bizkortu
dezatela egin behar diren erreformak egiteko prozesua,
Ukrainak Europako Batasuneko kide bihurtzeko aukera sendoa
izan dezan albait azkarren.

En recuerdo y condena del 70 aniversario de la hambruna genocida de Ucrania 1932-33.
En este año 2003 se conmemora el 70 aniversario de la hambruna ucraniana, un desastre artificial que produjo la muerte de millones de inocentes hombres, mujeres y niños ucranianos, y exterminó prácticamente a la cuarta parte de la población rural del ese país (entre 4 y 10 millones de personas, según diversas versiones).
Resulta probado que un alto porcentaje de los habitantes de Ucrania, así como de los territorios poblados por ucranianos al norte del Cáucaso, murieron de hambre durante la hambruna de los años 1932-33, que fue causada por la colectivización forzosa y el embargo del grano efectuado por el régimen estalinista. Todas las investigaciones realizadas han concluido sin duda alguna que José Stalin y su régimen totalitario cometieron un genocidio cruel para exterminar cualquier expresión de identidad política y cultural y el derecho de autodeterminación del pueblo ucraniano.
Como resultado de lo anterior, millones de ucranianos, principalmente de las zonas rurales, murieron de hambre sobre una de las más fértiles tierras del mundo, mientras las autoridades soviéticas prohibían el desplazamiento de la población hacia otras áreas en las que existía alimentación abundante.
Las brigadas de incautación a las órdenes de Stalin requisaban el grano siguiendo unas cuotas de producción imposibles de cumplir fijadas en 1932, requisando toda la producción y reservas de las familias hambrientas y asesinando a aquellos que se resistían. El Gobierno de la URSS, bajo el dictado de Stalin, conocedor de la situación de hambruna, intensificó la esquilmación de todo el producto agrícola, propiciando la muerte por hambre de la población.
Durante estos dos años, el Gobierno soviético exportaba grano a los países occidentales y rechazó toda oferta de asistencia a la población hambrienta.
Esta hambruna, con resultado de millones de muertes, no fue el resultado de un desastre natural, sino la consecuencia de una política cruelmente planificada para destruir los derechos políticos, culturales y humanos del pueblo ucraniano.
Mientras todo esto ocurría, el régimen estalinista ocultó y negó sistemáticamente la existencia de la hambruna genocida, con la colaboración incluso de periodistas internacionales, y aun hoy en día estos trágicos hechos son aún desconocidos para la mayor parte del mundo.
En consecuencia con lo anteriormente expuesto, el Parlamento Vasco resuelve:
1.- Honrar, en el 70 aniversario de la hambruna ucraniana, planificada por el régimen estalinista, a los millones de víctimas inocentes causadas por la misma.
2.- Recordar, en el 70 aniversario de la hambruna ucraniana, la brutalidad totalitaria del régimen estalinista, que despreció constantemente los derechos humanos y produjo millones de víctimas.
3.- Condenar el desprecio por la vida humana, los derechos humanos y las manifestaciones de identidad nacional que caracterizaron al régimen de Stalin, así como a otros regímenes totalitarios.
4.- Declarar que la hambruna artificial ucraniana de 1932-33 constituye un auténtico genocidio que encaja en la definición de la Convención de las Naciones Unidas sobre Genocidios.
5.- Apoyar los esfuerzos del Gobierno de Ucrania y el Verhovna Rada (Parlamento de Ucrania) para hacer público el conocimiento internacional de la hambruna ucraniana.
6.- Proclamar que una Ucrania independiente y democrática, en la que el respeto por la dignidad y los derechos humanos sea la piedra angular, es la mejor garantía de que atrocidades como la que recordamos nunca vuelvan a castigar al pueblo ucraniano, y que la integración de Ucrania en la Unión Europea constituirá la mayor garantía de la permanencia de los principios democráticos y la independencia para Ucrania de cara al futuro, por lo que instamos tanto a las autoridades comunitarias como muy especialmente a las instituciones ucranianas a acelerar el proceso de reformas necesarias para que en el menor tiempo posible Ucrania sea un firme candidato a la adhesión a la UE.

In memorial and condemn of the 70 anniversary of the Ukrainian genocidal famine 1932-33
The year 2003 marks the 70th anniversary of the Ukraine Famine, a manmade disaster that resulted in the deaths of millions of innocent Ukrainian men, women, and children and annihilated an estimated 25 percent of the rural population of that country (between 4 and 10 millions of people depending on versions).
It has been proven that a large percentage of inhabitants of Ukraine and the then largely ethnic Ukrainian North Caucasus Territory starved to death in the famine of 1932-33, which was caused by forced collectivisation and grain seizures ordered by the Stalinist regime. All the research done concluded without any doubt that Joseph Stalin and his totalitarian regime committed a cruel genocide to exterminate any expression of political and cultural identity and the right of self-determination of the Ukrainian people.
As a result, millions of Ukrainians, mainly from the rural areas dead starved amid some of the world's most fertile farmland, while Soviet authorities prevented them from travelling to areas where food was more available.
Requisition brigades, acting on Stalin's orders to fulfil the impossibly high grain quotas, seized the 1932 crop, often taking away the last scraps of food from starving families and children and killing those who resisted. USSR government under Stalin's rule, knowing of the resulting starvation, intensified the extraction from Ukraine of agricultural produce, worsening the situation and deepening the loss of life.
During these two years, the Soviet Government exported grain to western countries and rejected international offers to assist the starving population.
This Famine, with a result of millions of deaths, was not a result of natural causes, but was instead the consequence of calculated, ruthless policies that were designed to destroy the political, cultural, and human rights of the Ukrainian people.
While all this happened, the Stalinist regime covered up and denied systematically the existence of the Ukraine Famine, with cooperation even of some foreign correspondents, and even today much of the world is still unaware of the genocidal Ukraine Famine.
Consequently with the precedent exposure, the Basque Parliament Resolves:
1.- Honour, in the 70th anniversary of the Ukrainian Famine, engineered by the Stalinist regime, to the millions of innocent victims caused by it.
2.- Remember, in the 70th anniversary of the Ukraine Famine the totalitarian brutality of the Stalinist regime, which despised constantly the human rights and produced millions of victims.
3.- Condemn the callous disregard for human life, human rights, and manifestations of national identity that characterized the Stalinist regime, as well as other totalitarian regimes.
4.- Declare that the manmade Ukraine famine of 1932-33 was an authentic act of genocide as defined by the United Nations Genocide Convention.
5.- Support the efforts of the Government of Ukraine and the Verkhovna Rada (Ukrainian Parliament) to publicly acknowledge and call greater international attention to the Ukraine Famine.
6.- Proclaim that an independent, democratic Ukraine, in which respect for dignity and human rights is the cornerstone, offers the best guarantee that atrocities as the one we remember now never beset the Ukrainian people again, and that the integration of Ukraine in the European Union will constitute the biggest guarantee of the settlement of democratic principles and independence for Ukraine facing future, so we ask to the Communitarian authorities as well as specially to the Ukrainian institutions to accelerate the process of necessary reforms, so in the shorter possible time, Ukraine will be a firm candidate to adhesion to EU.
