Training Program

"Women in the New Parliament of Ukraine"

January 20-30, 1999

Project Harmony will host a distinguished delegation of ten (10) Ukrainian women representing the Verkhovna Rada (Parliament) and national news media for an intensive ten (10) day program designed to increase the effectiveness of women as legislators in Ukraine. This training program is a comprehensive program that will facilitate a transfer of practical skills through interactive, hands-on training and meetings with local and national legislators, government officials, lobby groups and Ukrainian organizations involved in the American political process.

The program dates are January 20-30, 1999. There are four Deputies, three Parliament staff and three journalists in the delegation.

The purpose of the delegation’s visit to the United States is to promote women as empowered legislators in Ukraine and to increase the effectiveness of their representation. The program will help support a nascent, democratic legal system that is committed to market reforms in Ukraine. It will expose the delegates to the American political process, as well as identify the impact of women in public office.

For the most part, the women parliamentarians and staff are from districts or are residents of central (including Kyiv and Kyiv Oblast) and eastern Ukraine. These women are active participants in their party structures. They have had experience in the last seven years in decision-making, either in the private sector, academia, government structures or within the parliament.

There have been several programs providing support to the Verkhovna Rada, including those supported by US government funds (USAID,USIS) and European and multinational organizations. Currently, many technical assistance efforts are concentrated on balanced decision-making and transparency of the legislative process.

The delegation arrives to the United States on January 20, 1999 and will spend the first three days in New Jersey. The delegation will spend one day at the Center for the American Woman and Politics at Rutgers University. On January 23, the delegation travels to Washington, DC. Sites to be visited include the Office of Democratic Initiatives – Department of State, Freedom Forum, Voice of America – Ukrainian Branch, Congresswoman Marcy Kaptur, Democratic National Committee, Department of Labor and the Ukrainian Embassy. On January 27, the delegation returns to New Jersey for meetings in Trenton with state legislators and in New York at the United Nations and the Consulate General of Ukraine. The delegation departs on January 30, 1999.

Project Harmony is a not-for-profit organization based in Vermont that facilitates educational and professional exchanges between the New Independent States of the former Soviet Union and the United States. Project Harmony is founded on the belief that active citizenship and community involvement strengthen the international community.
