The New York City Council hearing is the last opportunity for voicing opposition to the proposals put forth by Cooper Union, proposals that will permanently affect the presence of Ukrainians in Manhattan's East Village. Nos. 161 THROUGH 164 ARE RELATED): L.U. No. 161 MANHATTAN CB - 3 C 020498 ZMM Application submitted by The Cooper Union for Advancement of Science and Art pursuant to Sections 197-c and 201 of the New York City Charter for an amendment of the Zoning Map, Section No. 12c, changing from a C6-1 District to a C6-3 District property bounded by East 9th Street, Third Avenue, East 7th Street, and Fourth Avenue. Cooper Union wishes to build a taller building that does not fall within current contruction codes at the Hewitt Building property across from St. George Church and Academy, which, incidentally, it leases from the City of New York for $100 per year (!): L.U. to facilitate the development of the two buildings, one a mixed use building on a zoning lot bounded by Third Avenue, Astor Place, Fourth Avenue, and East 9th Street (Block 554, Lot 35) and the other mixed use building on a zoning lot bounded by Third Avenue, East 7th Street, Taras Shevchenko Place, and east 6th Street (Block 462, Lot 1) within a general large-scale development generally bounded by East 9th Street, Third Avenue, East 7th Street, Taras Shevchenko Place, East 6th Street, Third Avenue, East 7 th Street, and Fourth Avenue, in C6-3* and C6-1 Districts. Cooper Union wishes to use the Hewitt Building property across from St. George Church and School for commercial purposes: L.U. No. 164 MANHATTAN CB - 3 C 020501 PPM Application submitted by the Department of Citywide Administrative Services, pursuant to Section 197-c of the New York City Charter, for removal of the restriction limiting use of property located at 43-55 Third Avenue (Block 462, Lot 1) to educational or philanthropic purposes. Cooper Union wishes to completely convert the Engineering building site located at Stuyvesant and Astor Place for commerical use: L.U. No. 163 MANHATTAN CB - 3 C 020500 PPM Application submitted by the Department of Citywide Administrative Services, pursuant to Section 197-c of the New York City Charter, for removal of the restriction limiting use of property consisting of the former bed of Stuyvesant Street located between Astor Place and Third Avenue (Block 554, Lot 35) to educational use.
