Україна закликає активізувати міжнародні зусилля
у напрямку запобігання незаконній торгівлі зброєю

Як відповідальний член міжнародного співтовариства та активний член Ради Безпеки Україна не може залишатися байдужою перед проблемами триваючих конфліктів у світі. Підтвердженням цьому сьогодні є безпрецедентна за масштабами участь українських миротворців у операції ООН із встановлення миру в Сьєрра-Леоне, миротворчих місіях в Ефіопії та Еритреї, Демократичній Республіці Конго.

В рамках пошуку нових ефективних шляхів відновлення миру і стабільності в Африці 25 січня ц.р. Рада Безпеки розглянула питання запобігання незаконній торгівлі зброєю, яка використовується неурядовими угрупованнями для розпалювання конфліктів на цьому континенті. Виступаючи на офіційному засіданні Ради Безпеки, присвяченому розгляду доповіді незалежних експертів з розслідування порушення санкцій РБ ООН щодо Сьєрра-Леоне, В.о. Постійного представника України при ООН, Посол Валерій Кучинський наголосив на важливості зміцнення міжнародних зусиль у напрямку запобігання незаконній торгівлі озброєннями і привернув увагу членів ООН до ініціативи України щодо скликання міжнародної зустрічі провідних виробників зброї з метою вироблення дієвих заходів запобігання їх перепродажу третім країнам.

Висунення цієї ініціативи підтверджує принциповий та послідовний характер політики України в сфері міжнародних передач озброєнь, що могло б стати прикладом для наслідування іншими державами.

Ukraine calls for the strengthening of international efforts
in the prevention of illegal arms trade

As a responsible member of the international community and active member of the Security Council, Ukraine cannot remain complacent in the face of continuing conflicts around the world, in particular, in Africa. The unprecedented scope of participation of Ukrainian peacekeepers in the United Nations operation in Sierra-Leone, as well as in peacekeeping missions in Ethiopia and Eritrea and in the Democratic Republic of the Congo, underscores Ukraine's concerns.

In search for effective measures to restore peace and stability in Africa, on January 25, 2001 the UN Security Council examined the issue of preventing illegal arms trade, which is used by non-governmental forces to fuel conflicts on the African continent. The Security Council discussed the report of the Panel of independent experts on Sierra Leone Diamonds and Arms, which was established by the Council to investigate violations of the UN embargo with respect to Sierra Leone.

Addressing the Security Council meeting, Acting Permanent Representative of Ukraine to the United Nations, Valeriy Kuchinsky, underlined the importance of strengthening international efforts to stem illegal arms trade. Mr. Kuchinsky brought a new initiative by Ukraine to the attention of the UN members, calling for an international experts' meeting of major arms-producing countries with a view to elaborating effective measures to prevent the reselling of arms from the end-users to third parties.

The advancement of this initiative reaffirms consistency of Ukraine's policy in the sphere of international arms transfers, which could become an example for other countries to emulate.
