New York - June 2000 at the United Nations is dedicated to the study of women's issues. This month, governments and NGO organizations from around the world are examining progress made on gender equality since the convention on women's rights held five years ago in Beijing. Today, Minister of Justice of Ukraine Suzanna Stanik addressed the first plenary meeting, the 23rd Special Session of the General Assembly titled "Women 2000: Gender Equality, Development and Peace for the Twenty-First Century."

Twelve countries presented their perspectives on the progress and implementation of the 12 critical areas of concern raised in the Beijing Platform for Action. H.E. Mrs. Stanik spoke eloquently in her appraisal of developments on national and international fronts. Minister Stanik addressed the General Assembly in Ukrainian.

Esteemed Mr. President,
Ladies and Gentlemen,

Allow me on behalf of Ukrainian women and the Government of Ukraine to warmly welcome this important international forum and express our best wishes for the success of its work.

We are entering the new century, the century of humanism and rule of law. Military measures for solving human problems have been fully exhausted. There is a rising need for modernization of the world by addressing the global social and political changes on the basis of generally recognized moral and ethic as well as legal principles: democracy, human rights, equality, justice, freedom and humanism.

It is not incidental that the first Special Session of the General Assembly in the new twenty-first century is devoted to the elaboration of effective strategies for the advancement of women all over the world, the creation of appropriate conditions for their life, the enhancement of their role in political and economic activities. Participation of women in political life is not an end in itself. It is founded on the fact that it is the woman who personifies civil, moral and human approach to addressing the most complex problems of the modern world.

Five years have passed since the Beijing Conference, and gender issues have undergone fundamental changes. The historic significance of the Fourth World Conference on Women is not confined only to the elaboration of strategies of the international community in the sphere of protection and promotion of the rights of women, but also contributes to the creation of a strict mechanism for monitoring the implementation of the set tasks.

Esteemed Mr. President,

With democratic reforms underway, Ukraine believes that equality is the basis for democracy, social justice as well as for appropriate safeguarding of human rights.

Women make up about 54% of the population of Ukraine. Their participation in public life, their experience and intelligence, ability and willingness to work for the wellbeing of their nation are guarantees for the formation of democratic civil society.

Ukraine has ratified the United Nations Convention on the Elimination of All Forms of Discrimination against Women, thus confirming the principle of unacceptability of discrimination against women and putting into life the idea of equality of women in all spheres of economic, political and public life.

In Beijing, together with the other Member-States of the United Nations we solemnly undertook commitments embracing advanced national and international practice. The decisions of the World Conference on the Advancement of Women have been embodied in the social development of our country.

Guided by the provisions of the final documents of the Beijing Conference on Women, Ukraine has elaborated a national action plan for 1997-2000 on the advancement of women and the enhancement of their role in society, as well as the Declaration on the general principles of the national policy regarding the family and women.

Under the Constitution of Ukraine the equality of rights of men and women is ensured by providing women with equal opportunities in social, political and cultural activities, obtaining education and professional training, occupation and remuneration, as well as by special measures for protection of employment and health of women, introduction of pension privileges, creation of conditions which render women the opportunity to combine job with motherhood.

For full realization of these rights Ukraine strives to create the national legislative base which would correspond to the international standards in the field of human rights.

The President of Ukraine Leonid Kuchma and the Government of Ukraine attach great attention to the issues of protection and promotion of the rights of women.

The President's policy in reforming the society is aimed at revitalization of social relations, realization of the constitutional principles, formation of gender culture. The adoption by the President of Ukraine of a number of regulations on strengthening the social status of maternity, on the provision of favourable conditions for women for combining their professional activities with motherhood and real access to all kinds of activities, equality of rights and opportunities of women and men on the labour market, protection of women's health, raising their legal awareness concerning their rights, prevention of violence against women is a vivid example thereof.

Esteemed Mr. President,

The activities of public women's associations in forming the institutes of civil society, elaboration of the state policies as of today constitute a powerful driving force for solving the women's problems. Currently, 29 National and over 200 Regional women's NGO's operate in Ukraine and enjoy all-round state support.

At the same time the present status of women in Ukraine is fully conditioned by the changes being experienced by the Ukrainian state in the process of development of market economy and radical changes in its economic and social structure. All the difficulties of the transition period, social and economic hardships, affect women with particular acuteness.

In this regard our state has great expectations for this forum, which will comprehensively and thoroughly analyze the situation of women in the world, focus on the problems which require urgent solution, and elaborate the strategy for further actions at the

national and international levels. We believe in consolidation of the women's movement in the world. We all understand that today, without the invigoration of the international cooperation and, without creation of the appropriate international environment, we cannot achieve noteworthy successes in the sphere of ensuring rights of women.

Esteemed Mr. President,
Ladies and Gentlemen,

Stabilization of the political, social and economic situation in the countries, ensuring peace and security in the world to a large extent depend on the posture of women in public life, on their self-consciousness, their world outlook and attitude to public and state affairs.

The Beijing Conference made a significant contribution to the gender issues, addressed the most acute and important problems of women and marked the ways for their solution. I am convinced that the final documents of this special session will facilitate this process.

We have one common wonderful home - our planet, the Earth. For the sake of future generations, for the sake of our children we should and we can consolidate our efforts, we should be wise and strong keepers of our families, our nations, our planet.

Вельмишановні пані та панове,

Дозвольте мені від імені жіноцтва України, Уряду України сердечно вітати проведення цього важливого міжнародного Форуму та висловити найкращі побажання творчості у його роботі.

Ми вступаємо в нове століття, століття гуманізму, демократичних правових засад. Військові засоби вирішення людських проблем цілком вичерпали себе. Зростає необхідність модернізації світу через звернення до глобальних соціально-політичних перетворень, які здійснюются на загальновизнаних морально-етичних та провових принципах: демократії, прав людини, рівності, справедливості, свободи та гуманізму. Не випадково перша Спецсесія Генеральної Асамблеї ООН в новому ХХІ столітті присвячена виробленню ефективних стратегій поліпшення долі жінок усього світу, створення гідних умов їх життя, участі в політичній та економічній діяльності.

Участь жінки в політичному житті не є самоціллю. В її основі лежить те, що саме жінка уособлює собою цивільний, морально - гуманістичний підхід до вирішення найскладніших проблем сучасності.

П'ять роки минуло з часу проведення зустрічі в Пекіні, жіноча проблематика за цей час зазнала фундаментальних зрушень. Історичне значення Четвертої Всесвітньої конференції зі становища жінок полягає не лише в тому, що вона визначила на найближче десятиліття стратегію та тактику міжнародного співтовариства в галузі забезпечення та розвитку прав жінок, а у виробленні чіткого механізму контролю за ходом виконання поставлених завдань.

Високопважний пане Голово,

На шляху демократичних перетворень Україна вважає, що рівноправність є основою демократії, соціальної справедливості та належного забезпечення прав людини.

Жінки становлять біля 54% від усього населення України. Їх участь в суспільному житті, застосування їх досвіду, інтелекту та вміння і бажання працювати для добробуту своєї держави є гарантією побудови демократичного громадянського суспільства.

Україна ратифікувала Конвенцію ООН "Про ліквідацію всіх форм дискримінації щодо жінок" і тим самим підтвердила принцип недопущення дискримінації жінок, втілюючи в життя ідею рівноправності жінок в усіх сферах економічного, політичного громадського життя.

Разом з іншими державами-членами ООН ми урочисто прийняли в Пекіні зобов"язання, які увібрали в себе передову національну та міжнародну практику. Рішення Всесвітньої конференції зі становища жінок покладені в основу соціального розвитку нашої держави.

Керуючись положеннями підсумкових документів Пекінської Конференції, Україною було розроблено Національний план дій на 1997-2000 роки щодо поліпшення становища жінок і підвищення їх ролі у суспільстві, Декларацію про загальні засади державної політики стосовно сім'ї і жінок.

Відповідно до Конституції України рівність прав жінки і чоловіка забезпечується: наданням жінкам рівних з чоловіками можливостей у громадсько-політичній і культурній діяльності, у здобутті освіти і професійної підготовки, у праці та винагороді за неї, у створенні умов, які дають жінкам можливість поєднувати працю з материнством.

Для повної реалізації цих прав Україна створює національну законодавчу базу, яка відповідає міжнародним стандартам у галузі прав людини.

Вирішенню питань забезпечення та захисту прав жінок приділяє велику увагу Президент України Л.Д. Кучма, Парламент та Уряд України.

Політика Президента України щодо реформування суспільства спрямована на оновлення соціальних відносин, втілення конституційних принципів, формування гендерної культури.

Прийняття Президентом України низки Указів з питань посилення соціального захисту материнства; забезпечення сприятливих умов жінкам для поєднання їх професійної зайнятості з материнством, реального доступу до всіх видів діяльності; рівності прав та можливостей жінок на ринку праці; підвищення правової обізнаності стосовно їх власних прав; попередження насильства проти жінок є цьому яскравим прикладом.

Високоповажний Пане Голово,

Діяльність громадських жіночих об'єднань у формуванні інститутів громадянського суспільства у виробленні державної політики на сьогодні є могутньою рушійною силою у розв'язанні проблем жінок. В Україні працює чотири жіночі політичні партії, 29 всеукраїнських і понад 200 регіональних жіночих неурядових організацій. Держава надає їм всебічну підтримку.

Разом з цим, нинішнє становиче жінки в Україні цілком обумовлюється тими змінами, які переживає українська держава в процесі становлення ринкової економіки та кардинальних змін економічної і соціальної структури суспільства. Всі труднощі перехідного періоду, соціальні та економіщні негаразди особливо болюче вражають жінок.

У цьому зв'язку наша держава покладає великі сподівання на нинішній форум, який всебічно і грунтовно проаналізує становище жінки у світі, загострить увагу до проблем, що вимагають нагального вирішення, і виробить стратегію до подальших дій, як на національному так і міжнародному рівні. Ми сподіваємося на консолідацію жіночого руху у світі. Ми розуміємо, що сьогодні без активізації міжнародного співробітництва, без створення належного міжнародного середовича досягти значних успіхів у галузі забезпечення прав жінок неможливо.

Вельмишановні пані та панове,

Від позиції жінок у суспільному житті крїни, ві їхнього самопочуття, світогляду, ставлення до громадських та державних справ значною мірою залежить стабілізація політичного та соціально-економічного становища держав, забезпечення миру та злагоди на Землі. Під час Пекінської конференції було зроблено вагомий внесок у розробку жіночої проблематики, привернуто увагу до найгостріших та найважливіших жіночик проблем, намічено шляхи їх вирішення. Впевнена, що заключні документи нинішньої Спецсесії сприятимуть подальшому просуванню цього процесу.

У нас є один прекрасний і спільний дім - наша планет Земля. В ім'я прийдешніх поколінь, в ім’я наших дітей ми повинні і можемо згуртувати наші зусилля, бути мудрими і сильними берегинями наших родин, наших держав, нашої Землі.
