KENNAN INSTITUTE FOR ADVANCED RUSSIAN STUDIES
GRADE/SALARY:WW-0503-06/07 ($25,976/$28,866 per annum)
*may have promotion potential to the WW-07 level if filled at a lower level

LOCATION:WASHINGTON, D.C.

DUTIES: This position serves as the focal point for financial processing and posting of income and expenditures for of the Kennan Institute for Advanced Russian Studies. Responsible for assuring availability of funds and determining the propriety of their use; prepares purchase orders, invoices, travel authorizations and vouchers to assure timely and accurate payment to vendors and travelers; reviews monthly financial reports, reconciles any differences; keeps all financial and endowment contribution records for the Institute; compiles and summarizes budgetary data from a variety of sources for use in preparing estimates; assists with preparation of annual revenue and expense projections; establishes appropriate payment schedules for all scholars and issues scholars' stipend checks; prepares and issues documents regarding foreign scholars to enable them to obtain exchange visitor's visas to enter the U.S.; and performs other related duties as assigned.

QUALIFICATIONS: At the WW-06 and/or WW-07 level, applicants must have one year of specialized experience equivalent to the next lower grade level. Specialized experience is fiscal, accounting or budgetary experience which demonstrates possession of the knowledge, skills, and abilities required to perform the duties of this position.

SELECTIVE FACTORS (mandatory):
1. Ability to type 40 wpm.
2. Ability to use a personal computer.
3. Fundamental accounting or bookkeeping experience.

QUALITY RANKING FACTORS (desirable):
1. Ability to use a variety of computer software packages to perform/automate office work.
2. Ability to use spreadsheet software to prepare financial reports.
3. Facility in Russian or other language of the former Soviet Union.
